Berwick midfielder Neil Janczyk will make his first appearance of the season after overcoming a leg injury.
Defender Stephen Tulloch also returns after a knock.
Fellow defender Dougie Brydon remains out with a pelvic problem.
Rangers manager Ally McCoist : "It's the same squad as we had last year and there are one or two concerns, yes, but there's nothing we can do about it.
"We'd be happier going into this one with our full squad, but we just have to go out and prepare right, which we obviously attempt to do before every game.
"We'll treat our opposition with the utmost of respect and it's up to the boys who go out and play the game to do a job.
"We are expected to do our best in every competition we're in and it's no different in the Ramsdens Cup.
"We want to go all the way and it's not ideal because of the circumstances in terms of the personnel we're allowed to pick from but that's where we are."
Berwick Rangers manager Ian Little : "We played at Ibrox twice last season and did well despite losing.
"The next step for us is therefore to play well but win this time.
"That is a tall order as they will be on a high after defeating Airdrie 6-0 at the weekend, but we will go there and give it a go."
Rangers defender Emilson Cribari returns from injury for the Ramsdens Cup tie against Berwick Rangers.
But new recruits John Daly and Nicky Law, who cannot
sign officially until 1 September, are unavailable as no trialists are
allowed to play beyond the first round.
